Children With Disabilities Spanked More Often

More than 200,000 schoolchildren are subjected to physical punishment each year, and disabled students get a disproportionate share, according to a new study.

With the caveat that I am not a behavior analyst, but a consumer of behavior analytic services with a strong interest in the science and professional practice - I guess that I would read this report by Human Rights Watch & ACLU which the NYTimes story is based on, Impairing Education and share the link with families
esp. IX. Best Practices: Effective Discipline for Students with Disabilities

If I was a behavior analyst, I might also look at the ABA International Statement on the Right to Effective Behavioral Treatment, 1989 and Statement on Students' Right to Effective Education, 1990
and then consolidate how public events and opinion, legislative events [such as the current Congressional bills HR 2597 Positive Behavior for Safe and Effective Schools Act; S. 2860 & HR 4247 on restraint and seclusion] and effective professional practice come together.

More to the point - what would WisABA suggest as good discussion points to the public and consumers?
